Facilities licensed to have radioactive materials must develop and implement a written program to maintain radiation doses, and releases of radioactive materials to the environment,  to be as low as reasonably achievable.

Once facilities are licensed and operational, the worker is the first line of defense for preventing accidents and protecting public health and safety. The regulators encourage workers to take safety concerns to their employer because licensees have primary responsibility for ensuring the safety of operations.

Since working with radioactive materials is usually not a full-time job, having refresher training that is commensurate with the hazard is essential to maintaining compliance and a safe program.
