Topic 2: Delegation Authority

Let’s understand the Delegation of Authroity.

We don’t know when we may be absent from our facility.  We have vacations, family emergencies, dental appointments, and so on.  So, as the RSO, we need to make sure that the site activities are being managed.  What if we have an unannounced inspection while we are inadvertently away from the facility?  How will our organization respond?  Therefore, it is imperative that the RSO have a list of qualified personnel that can act in their absence.

The delegation of authority is to be initiated by the RSO and issued to the most trusted / trained persons in the organization.  This should be a standing delegation list that needs to remain current … and provides the names of the persons who can function as the acting RSO during the absence of the RSO IN CASE OF:

  • EMERGENCIES
  • UNANNOUNCED INSPECTIONS
  • EMPLOYEE CONCERNS

The delegation of authority should include a written NOTIFICATION OF KEY PERSONNEL IN THE FACILITY INCLUDING the management, key personnel and especially THE GATE GUARD.
